"To evaluate, understand, plan, and prepare for the unexpected while teaming
actively with other town departments, volunteer organizations, and the private
section in supporting an effective response, mitigating further hazards, and
assisting in recovery. This includes educating and informing the community of
issues and actions taken on their behalf."
About Batesburg-Leesville Emergency Management:
Emergency Management is responsible for coordinating the Town of Batesburg-Leesville’s
preparation for and response to emergency situations. To address these potential
threats, the Emergency Management Organization publishes the town's emergency
management plan. This plan provides the framework upon which the Town of Batesburg-Leesville
prepares for, responds to, and performs its emergency response functions during
times of natural or man-made disasters or national emergencies.
These emergency conditions are defined for the Emergency Response Plan as local
and general emergencies.
Local Emergency - a natural or man-made event that impacts the Town of
Batesburg-Leesville and/or its immediate surrounding area only. Local emergencies
allow for incoming resources from outside agencies to support and assist in
coordinating the management of the event.
General Emergency - a natural or man-made event that impacts the Town
of Batesburg-Leesville and large areas of the county/state. Limited additional
resources outside of the town will be available initially to assist in management
of the event in the Batesburg-Leesville area.
The plan is based on the four phases of Emergency Management, which are:
- Mitigation - Those activities that eliminate or reduce the probability
of disaster.
- Preparedness - Those activities that governments, organizations and individuals
develop to save lives and minimize damage.
- Response - Those actions to minimize loss of life and property damage and
provide emergency assistance.
- Recovery - Those short and long-term activities that restore city operations
and help return the community to a normal state.
When the Town of Batesburg-Leesville faces an emergency and the Emergency Operations
Center (EOC) is activated, the organization works with town departments as well
as various county, state, and federal agencies to respond effectively and quickly
to provide for the continuity of services to the public. In addition, should
it become necessary to establish a command post at the site of a major incident,
the Town will deploy a specially equipped vehicle known as the Command
Center (Unit 18).
