What is Code Enforcement?
Our Code Enforcement Officers work to ensure that all properties comply with town ordinances and adopted codes, such as the International Property Maintenance Code. They also inspect that businesses are properly licensed and building projects are permitted. The focus is on achieving voluntary compliance through education and communication. Fines, court actions, and property liens are used only as a final measure when violations are not addressed over an extended period. The Code Enforcement Officer helps to:

The Enforcement Process
When a potential violation is observed or reported, a clear process is followed:
- Observation/Complaint: A potential violation is noted. Complaints may be made anonymously.
- Notification: A notice is made to the property owner, most often verbally. Sometimes the information is mailed to the owner detailing the violation and providing a specific deadline for correction.
- Compliance Period: The owner is given a reasonable period of time to remedy the situation. Extensions may be granted for extenuating circumstances.
- Follow-up: If the deadline passes, the town may issue a a fine, a Municipal Court Summons or proceed with abating the violation itself.
- Cost & Liens: If the town abates the violation, the property owner is billed for the costs. Unpaid bills may result in a property lien.

Which businesses require a license?
Any business or company that provides a service and accepts monetary compensation requires a license. Examples include brick and mortar stores, landscapers, power washers, tree cutting services, food and beverage trucks, HVAC companies, and plumbers.
What construction requires a permit?
Examples of construction permits include constructing a new home or carport, demolishing a building, replacing the roof, window replacement, building fencing over 6 feet tall, building a shed over 200 square feet, and any renovations that relocate plumbing, gas lines, or electrical systems.

Does the code enforcement officer do building inspections?
No, the town contracts with SAFEbuilt, an industry leader, who provides us with a team of certified expert inspectors for building inspections. Our code enforcement officer is licensed through the state as a Property Maintenance and Housing Inspector.
