The Town of Batesburg-Leesville Utility operations are funded by revenue from water and wastewater bills. Our rate structure is designed to recover costs and fund capital improvements. This is critical to our long-term financial and operational sustainability.
We strive to ensure that our rates meet cost recovery requirements and follow industry standards. Rates, fees and charges are approved by the Batesburg-Leesville Town Council.
Utility bills shall be rendered on a monthly basis on or before the 25th of each month. Late fees of 10% are assessed on the balance due if not paid in full by the 25th. Any balance not paid in full within 10 working days after the 25th is subject to disconnection without notice. A reconnection fee of $35 for in-town, $40 for out-of-town, and $50 for after hours is added to the balance due. Account balance must be paid in full before service is restored.

Payments can be made by calling; (833) 601-5360 and listening carefully to the prompts. Payments made by phone require use of a credit or debit card (American Express, Visa, MasterCard, Discover). The automated system is available 24/7. A transaction fee of 2.95% of the total bill will be applied
By U.S. Mail
Payments can be placed into the provided return envelop and mailed to Post Office Box 2329, Batesburg-Leesville, SC 29070. Methods of payment, if mailing payment, include checks, cashier's checks and money orders.
In Person
Our office, located at 120 West Church Street (Suite A), Batesburg-Leesville, SC 29006,offers walk-in payments night deposit service. Our business hours are Monday - Friday, 8 am - 5 pm. Closed holidays. Methods of payment for walk-in payments include cash, credit or debit cards, money orders, and checks. If utilizing the night deposit box (located at rear of parking lot), please do not deposit cash. All payments placed into the night deposit box will be processed the next business day.
Payment Arrangements
The Town of Batesburg-Leesville is committed to working with customers who may experience unusual circumstances, such as an act of God resulting in excessive water usage. If proof of the event can be provided and a remedy has been made, the Town will review the situation and determine if an adjustment is appropriate. Please note, this is not a guaranteed resolution, as each case will be evaluated individually based on the facts presented.
